No, international roaming isn't free. To make calls while abroad, you'll have to purchase UpRoam Credits.
International Calling is when you make a call from the U.S. to an international number. International Roaming is when you're abroad and you make a call to a U.S. or international number.
First, make sure you have the amount of UpRoam credits you desire. Then, while you're out traveling the world, do the following: Open Settings, Tap Cellular, then go to Cellular Data Options and turn on Data Roaming. And boom you're ready to roam while out roaming the globe.
